When we rescued our wonderful dog, Rocko, from the animal shelter, we were told that he had been a victim of the same thing.

I knew a homeless couple in Tallahassee who also banded their own dog, and docked his tail using the same method. Fortunately their dog survived without requiring medical treatment.
