"creating confusion in the minds of the American people"

Don't try to do that, it's his job

President Bush claimed that whomever leaked parts of a National Intelligence Estimate was trying to "create confusion in the minds of the American people." This upset him, probably because he and his administration find the truth distracting. It tends to confuse those who have been believing his version of reality which, it turns out, is either a fantasy or a nightmare (depending on your perspective).

Now he is declassifying the document in question, and it will prove him and his minions wrong; nevertheless they will continue to trumpet their own veracity despite mounting evidence that they are all liars, cheaters and scoundrels.
