New York State is proposing to require repeat DWI offenders to have special license plates that will allow law enforcement officers to identify them. Police officers will allegedly be able to stop a car with those plates at random, without probable cause.

When Benjamin Franklin said, "eternal vigilance is the price of liberty," this is the kind of thing he was talking about.
